캘리포니아 Ethnic Studies 커리큘럼에 미주한인역사를!

미국에서 자라나는 다음 세대 한인 학생들을 위해 나누고 싶은 중요한 소식이 있어서 연락드립니다.

지난 8/31일 캘리포니아 주정부는 캘리포니아의 9-12학년 학생들은 2029-30년 졸업생들부터 Ethnic Studies(인종학)를 졸업필수과목으로 이수해야 하는 법안을 통과시켰고, 현재 개빈 뉴섬 주지사의 서명을 앞두고 있습니다(AB 331 Status). 즉, 이를 위해 캘리포니아 내의 9-12학년 공립교육기관은 2025-26년까지 Ethnic Studies 한 학기 코스를 학생들에게 제공해야 합니다.

Ethnic Studies는 미국 정규교육에서 잘 다뤄지지 않아온 미국 내의 소수민족들의 역사를 다루는 학문으로 고등학교 졸업필수 과목으로 부상한 이 Ethnic Studies(인종학)의 커리큘럼 개발을 위해 캘리포니아주 교육청(California Department of Education, CDE)은 Ethnic Studies Model Curriculum을 만들어 작년에 이어 올해 다시 그 개정판을 발표하였고, 이에 대한 캘리포니아 주민들의 의견을 9월 한 달 받고 있습니다. 이를 위해 다음 사항을 확인해 주시기 바랍니다.

1) Ethnic Studies 모델 커리큘럼에는 네 개의 그룹(아프리칸아메리칸,라티노아메리칸,아시안아메리칸,Native American Studies)이 들어가게 되고, 이 중 아시안 아메리칸역사에는 현재 Hmong Americnas, Filipino American, Chinese American, Pacific Islanders 그룹에 대한 내용만 들어가 있습니다. 아시안아메리칸 스터디 부분에 코리안아메리칸의 역사가 들어가도록 해야 하겠습니다.

2) 그동안 Arab American 들의 Arab American History에 대한 8천건이 넘는 pulic comments가 기록되었고, 이에 대한 영향에서인지 Model Curriculum에 Arab American Studies가 들어가기로 결정되었습니다. 우리 한국계학생들뿐 아니라 다양한 인종이 함께 사는 캘리포니아 전체 학생들에게 Ethnic Studies과목은 미주한국역사를 알리고 교육할 수 있는 아주 중요한 기회입니다.

Dear California Department of Education,
My name is [ ] and I am a parent in San Jose Unified school district.

I oppose the Ethnic Studies Model Curriculum in its current form, unless the CDE incorporates lesson plans on Korean Americans into the draft adopted in November 2020 by the IQC. Asian American and Pacific Islander Studies must be inclusive and equitable.

California recognizes Korean Americans through two resolutions. Hangul Day was passed on October 19, 2019 and recognizes the Korean American community as “an integral part of mainstream American society” that has “made important contributions as Californians in the fields of finance, technology, law, medicine, education, sports, media, the arts, the military, and government, as well as in other areas.” California also recognized Korean American Day on January 13, 2020 by passing Assembly Concurrent Resolution No. 142, which declares that “with diligence, fortitude, and an enduring belief in the American dream, Korean immigrants have helped to turn emergent areas within the State of California into thriving and respectable communities, while raising their children to be productive Korean Americans.”

I firmly believe that the Ethnic Studies Model Curriculum should include Korean American studies in its Asian American studies section. Thank you for your consideration
